Convert iris into Fixed Sized Rectangel - essential for encoding

Use Cartisian Coordinate system --> PseudoPolar Coordinate System

WHy do we need to normalize?
 * to account for pupil dialation and contraction for the same subject
 * to account for distance from eye when image is taken
 * to account for different sized iris'
